Medicaid & Government Programs

Pennsylvania’s Medicaid program offers several waiver programs that can pay for in-home personal care services for seniors and adults with disabilities. If your loved one qualifies, Medicaid can cover a significant portion, or all, of their home care costs.

We have helped many families navigate the Medicaid application and enrollment process. You do not have to go through this alone. We will help you understand your options and help you every step of the way.

How to Find Out if You Qualify

Medicaid eligibility for home care in Pennsylvania depends on meeting both financial and functional criteria. You must qualify on both to receive services.

Financial eligibility

  • Income and asset limits apply (these vary by program)
  • Some programs have higher limits than people expect
  • Spouses may have different rules from individual applicants

Functional eligibility

  • Your loved one needs assistance with daily activities (bathing, dressing, meals, mobility, etc.)
  • A state assessment is conducted to determine level of care needed
  • Many people who need home care qualify — contact us if you’re unsure

Private Pay & Concierge Home Care

For families who choose to pay privately or need care beyond what insurance or Medicaid provides, our private pay program offers truly personalized, flexible home care customized to your loved one.

What sets our private pay caregivers apart

We accept less than 20% of caregiver applicants. Every private-pay caregiver passes a national criminal background check, a thorough skills assessment, reference verification, and our internal NHC qualification process. You’re not choosing from a registry — you’re getting a fully vetted, trained, and insured Neighborly Home Care employee.

Who Private Pay is Right For

  • Families who want more hours or a higher level of service than government programs provide
  • Individuals who prefer maximum flexibility in scheduling and caregiver selection
  • Clients who want specialized services like live-in care, overnight care, or 24/7 supervision
  • Estate planning situations where long-term care resources are already in place
  • Anyone who simply wants the assurance of the very best caregivers, matched specifically to their loved one

Long-Term Care Insurance

Many private pay clients use long-term care insurance to cover their home care costs. Neighborly Home Care can bill your long-term care insurance company directly and will assist with all needed documentation for pre-authorization and ongoing payments.

What Private Pay Care Costs

Home care costs vary based on the number of hours of care, the type of service, and the schedule. We don’t believe in vague answers — when you call us, we’ll give you clear, honest pricing for your situation.

Custom scheduling keeps costs manageable: you pay only for the hours your loved one actually needs.
